Laborers
D. Armstrong Contracting, LLC has positions for Skilled and Unskilled Laborers. Skilled labor positions require related and verifiable experience.
Jobsites typically range throughout Duval, St. Johns and Clay counties but are sometimes beyond that range. Saturday hours are sometimes required; holiday hours are sometimes required. Employees are required to provide their own transportation.
- Experience is preferred
- Perform a variety of tasks involving physical labor
- Lay water lines, storm water lines, sanitary lines, and other underground utilities.
- Able to perform manual labor including but not limited to raking, shoveling, and
setting up and maintaining pumps, installing pipe, mixing concrete, carrying materials - Operate hand and power tools.
- Work is performed under various field and weather conditions
- Must be able to lift 50 lbs carry, stand, walk, climb, kneel, bend, twist, push and pull.
- Must wear required PPE as per safety manual and OSHA regulations.
- Work weekends if requested by Foreman
- Communicate effectively with Foreman
- Must have reliable transportation.
- Must be DRUG FREE; Medical Drug cards are NOT accepted
Hillman
Hillman is in charge of keeping materials such as brick, mud, hand tools, ladders, saws, water, and other necessary items near the working site. The hillman is always thinking ahead and preparing for the next order of sequence when laying pipe. This is an entry level position.
- Prepare pipe for installation including beveling, installations of retainers, mastic, etc. Safely rig pipe and structures for lifting and placement in ditch
- Perform a variety of task involving physical labor
- Lay water lines, storm water lines, sanitary lines, and other underground utilities.
- Able to perform manual labor including but not limited to raking, shoveling, and
hooking up pumps, installing pipe, mixing concrete, carrying materials, throwing sod,
seeding, etc. - Operate hand and power tools.
- Work is performed under various field and weather conditions
- Must be able to list 50 lbs carry, stand, walk, climb, kneel, bend, twist, push and pull.
- Must wear required PPE as per safety manual and OSHA regulations.
- Work weekends if requested by Foreman
- Communicate effectively with Foreman
- Must have reliable transportation to transport self to the jobsites.
- Jobsites range anywhere from 10-80 miles in one direction
- Must be DRUG FREE; Medical Drug cards are NOT accepted
Tailman
Pipe Crew Tailman- Responsible for assisting the pipe layer in the utility trench.
- Experience is required
- Prepare pipe for installation including beveling, installations of retainers, mastic, etc. Safely rig pipe and structures for lifting and placement in ditch
- Install and assemble underground sewer, water, reuse, force main, and storm drain pipe.
- Set structures
- Lay water lines, storm water lines, sanitary lines, and other underground utilities.
- Able to perform manual labor including but not limited to raking, shoveling, and
hooking up pumps, installing pipe, mixing concrete, carrying materials; Perform a variety of tasks involving physical labor - Operate hand and power tools.
- Work is performed under various field and weather conditions

Pipe Layer
Responsible for the hands-on installation of utilities in a trench.
- Knowledge of sewer systems, storm drains, and water mains.
- Experience with machine-operated trenching tools.
- Ability to read and interpret blueprints
- Install and repair manholes.
- Maintain area around pumps stations and pipelines.
- Prepare pipe for installation including beveling, installations of retainers, mastic, etc. Safely rig pipe and structures for lifting and placement in ditch
- Install and assemble underground sewer, water, reuse, force main, and storm drain pipe.
- Set structures

Equipment Operator
Operator positions require a performance test to be conducted by a Foreman or Asset Manager.
Skilled Operation of mid to large size front end loaders used in the construction and installation of large diameter piping for water mains, wastewater and storm drain systems.
Many items on our jobsite weigh more than most could ever carry. The operator is responsible for staging and placing materials, tools, pumps, and other necessary items near the working site so that the crew can fulfill their roles. This person is to be alert and forward thinking. This is a mid-level experienced position.
- Must be able to perform manual labor including but not limited to raking, shoveling,
chopping, hammering etc.
- Moving and installing piping and equipment in safe manner, using slings, straps, chains and bindings.
- Keeping records of time spent working, materials used, and equipment maintenance issues to ensure compliance with regulations
- Operating heavy machinery with GPS to move dirt, rock, and other materials to construct roadways, bridges, dams, and other large projects
- Operating construction equipment with GPS to remove debris from building sites or excavate soil to construct foundations for buildings
- Installing pipes, wires, and other underground utilities using digging equipment such as shovels, pickaxes, bulldozers, and backhoes
- Installing pipes and other materials for water and sewage systems
- Assembly and installing safety equipment such as trench boxes and shoring.
- Loading and unloading materials from trucks and around jobsite.
- Build slopes and grade for piping to the requirements as directed
- Communicate effectively using verbal and hand signals to supervisors and ground crew.
- Perform daily safety checks of the equipment, clean tracks and lube equipment at required intervals

Crew Foreman
All Foremen positions require related and verifiable experience. Preference will be given to those with previous work history.
The Crew foreman must maintain a crew of employees. The foreman oversees the order, procedure and time management of each job and the employees’ duties. The foreman carefully develops a strong understanding of the land and maintains and improves the structural stability of the site and the rest of the project.
Essential Functions of the position:
- Must be able to sit or stand for multiple hours
- Must be proficient with a computer and various software
- Must be able to work long hours, weekends and at home as needed to
complete work - Must be able to work in outdoor environments and be exposed to heat, rain, cold, wind, and other weather activities
- Must be able to walk long distances.
- Must be able to lift 50 lbs.
- Must be able to perform manual labor including but not limited to raking, shoveling,
chopping, hammering etc. - Must be able to wear required PPE as per safety manual and OSHA regulations.
The responsibilities include but are not limited to:
- Assist in interviewing, hiring and training employees
- Determine work priorities and coordinates work activities within the construction site; assigns work among employees according to abilities or specialized training
- Monitor and manage employee attendance, ensuring the timely arrival and participation of all crew members, and notifying employees of rain days, prior to the start of the work.
- Delegate tasks and accountabilities, instruct, supervise, lead and direct crew.
- Lead and direct people, equipment and resources in the construction of projects.
- Recommends employees for promotions, pay raises, and transfers.
- Ensure sufficient deployment and productivity of work crews.
- Engage in open communication with the other Superintendents/Foremen and Project Managers and report any issues which could affect the project plan.
- Use equipment to ensure proper grades.
- Organize and coordinate the daily activities of all crew members, subcontractors, equipment and utilize corrective action to keep the project on time and on budget.
- Identify and execute best practices concerning the efficient use of construction materials.
- Plan work in an efficient and effective order, maximizing progress in a safe and timely manner.
- Review and adhere to construction schedules, ensuring milestones and completion dates are met.
- Ensure company equipment is lawfully operated, cared for, maintained and used effectively.
- Read and interpret project plans and specifications.
- Operate heavy equipment and other construction duties as necessary.
- Ensure all new hires receive any on the job training required.
- Wear all PPE as required per safety manual and OSHA regulations
- Coordinate construction activities which involve scheduling meetings and reviewing project documents (e.g., contracts, specifications, blueprints) as necessary
- Keep cost records on work performed and materials; is responsible for the control of costs in materials and wages
- Exercise control over rate of construction progress in order to complete construction project within time limits; schedule jobs and operations
- Estimate materials and manpower needed for specific jobs
- Act as an adviser on job related problems
- Deal with individuals demanding information or service such as Inspectors, Engineers and
- Fill out timesheets and daily logs and record hours for time worked of all employees under your direct supervision
- Promote, execute and adhere to the company's safety program, and encourage all employees, sub-contractors and consultants to adopt safety as a culture.
- Conduct daily and weekly safety meetings and inspections.
- Review safe work plans/hazard assessments with crew prior to job commencement.
- Work with Safety Department to investigate damage, incidents or near misses in the worksite, and ensure proper procedures are carried out according to the Company's Safety Program.
- Wear all PPE as required per safety manual and OSHA regulations
- Work under administration to plan, coordinate, and supervise construction activities per
the plans, specifications and details provided.
Site Development Estimator & Project Manager
Applicant must have a minimum of 3 years of experience as a project manager, project engineer, and/or estimator. Candidate shall have detailed knowledge of commercial/residential construction materials and methods. The candidate must possess strong organizational, communication, and computer proficiency skills. Duties include: communicating with owners and subcontractors, writing purchase orders and subcontracts, scheduling, invoicing, estimating, takeoffs and coordinating with jobsite superintendents while maintaining a positive client relationship on multiple projects.
Site Development Estimator & Project Manager – prepare cost estimates for large residential, commercial, and industrial projects, manage workflow, customers’ expectations, schedules, and vendor relations.
The ideal candidate will have:
- Working knowledge of Agtek
- Startup and Closeout Experience with the local government agencies
- 3-7 years experience
